The UPU (Universal Postal Union) in Berne, Switzerland, isan extremely significant organization in today’s world. It isformulated by treaty. No nation can be recognized as anation without being in international admiralty in order tohave a forum common to all nations for engaging incommerce and resolving disputes. That is why the USAunder the Articles of Confederation could not be recognizedas a country. Every state (colony) was sovereign, with itsown common law, which foreclosed other countries frominteracting with the USA as a nation in internationalcommerce.
